The Demise of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new 28-point plan for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: hopeful statements are released from different nations. Significant resources is allocated on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a ability enabled by timely intelligence. From witness perspectives, military aircraft that had been dispatched to engage hostile cruise missiles flew past – sophisticated military planes delivered to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems thundered: several firings targeted at a incoming threat. This was a modern interception technology at work, presumably provided by partner states. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly becomes grim resignation: possibly the incoming missile won't cause damage this time, sparing the city from catastrophe and another blackout.

Continuous Dangers

Soon after, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.

Periodically, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, destruction and infrastructure problems in many homes as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours illustrated Ukraine's vital need on Western support – a need that regional partners are evidently unprepared to fill in the near term.

Failed Diplomacy

The detailed framework from American leadership generated strong feelings, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new approach from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually secure success. This pattern will, certainly, continue.

Political Considerations

It is tempting to accuse specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a premise familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government assumes that it is unrealistic to force Russia to relinquish the land that it already controls in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through words or deeds, from thinking that the situation will not evolve additionally in its advantage in the months ahead.

Opposing Positions

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing civilians and areas but averting a complete military breakdown until conditions improve in its benefit.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, individual motivations are coming into play: political desires to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unworkable, so that their priority does not shift toward domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains quite doubtful that this will change their overall approach.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a mere seven days to kill the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all served their function.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
